Oct 1 was the deadline for the NY Limo Task force to post their findings. It is a 154 page report, where it is not too encouraging to vintage limo owners. There is still more news coming from the Inspector General, as to other issues related to the task force findings. To all non New Yorkers, if your limo is not a Cadillac Master Coachbuilder or a Ford Qualified Vehicle Modifier, there is a good chance your vehicle will be forced off the road at some point in time. There is hope for people with a series 75 Cadillac limo, but people wont know until you go to get your car inspected. They still seem to be enforcing the 2011 max passenger labeling law, with no exemptions to car show vehicles yet. Not for hire show cars may need a label affixed to the door stating NOT FOR HIRE. Please follow the link to read the NYS Limo Task Force report. There will be more pending legislation, and most of these requirements will go national with Charles Schumer as the sponsor. As a follow up to the accident, the owner of the limo business that caused the accident, will go to trial in 2023, as his plea deal was rejected, which makes many of us and the victim's families very happy to hear he will stand trial.

Agreed, however around 1980 to 1982, Cadillac outsourced the series 75, to preferred coach builders since the engine was the smaller size, and several people had to prove to NYS DMV that the car was a Cadillac offering. We had to use the Cadillac model numbers in the CLC documentation, along with Cadillac sales literature to prove a car was a Cadillac. DMV does not have a complete model list from Cadillac.
 
Sill waiting to here what is a limo. A honda pilot holds as many people as a fleetwood 75. A suburban as many as a six door. Until they define what a limo is and how the law if passed is written there is nothing anyone can do. Defining limo by the number of people the car can carry makes no since. To use the car for hire it would need commercial tags in most states. The driver a cdl. So I'll worry when the facts come out.

technically, if it doesnt have a divider, its not a limo; its a formal sedan

In NY as of 02-01-2020 any 9 passenger vehicle, in any form including a vintage station wagon, now requires a DOT inspection twice a year. Driver must have a CDL, and if the vehicle does not have DOT labeling stating by the mfg, what the max passenger capacity is, the vehicle is forced off the road. No exemption for show car only or vintage vehicles. My 1987 limo was forced off the road 2 years ago. Charles Schumer from NY, is pushing this legislation to federal level. Each person needs to watch your state legislation closely. Other states are adopting this requirement, as dealers are having to contact current mfg, if they are still in business. There are many nursing homes in NY, that no longer take seniors to shows, as there is a shortage of CDL drivers everywhere.
 
Time to watch closely who you vote for. If you need to do that for the family van. Not a lot of socker moms with a CDL . Ford expedition GM suburban all vans would fall into the 9 passenger rule. No wonder they are loosing population.

So true, New York at times appears to be a one party state. So far all the politicians are jumping on the media bandwagon to say see what they did to make NY safer, and they consider the antique vehicle issue a hot potato that no one will touch so far. Maybe after the trial is over next year. The state of NY just wants to make sure they don't have to pay out any money.
 
Given that a state like Indiana doesn't even have an annual safety inspection for any vehicle, I don't see this going anywhere on a national basis, Mr Schumer not withstanding.
Indeed, many states have petitioned the Federal DOT to eliminate the requirement for a school bus driver to have a CDL, allowing them to replace it with the equivalent skills and written test but eliminating the more and more onerous CDL requirements, mostly physical and drug testing that have yielded no safety benefits.
One of the biggies that would be affected by this train wreck of legislation would be the standard 15 passenger Chevrolet Express/GMC Savana/Ford Transit etc used by churches/civic organizations/colleges by the millions in this country.

In NY that train wreck has already happened, many nursing homes now have vans sitting in parking lots, as drivers were volunteers, and since the volunteer has no CDL, the vehicle can not move, punishing our senior citizens. Your state situation would make the national CDL shortage even worse, when Schumer gets his national legislation to go thru. You may find your state may start annual safety inspections, even if your state does not see the need now. Get ready for aggravation from a federal level DMV regulations.

Delaware, the home of the President of the United States allows a new car to go for 7 years without any annual inspection.

This would be about as popular as reinstating the 55 mph National Speed Limit, or seat belt interlock requirement of 1975.
I just do not see it as a political possibility.
 
question the accuracy of the Wikipedia article since the first paragraph has one gross error. It claims that "Alabama requires a VIN inspection on sale or transfer of vehicles which were previously registered in another state". CT requires this of any vehicle that is purchased outside of CT no matter who the seller is. If you were to purchase a newly manufactured vehicle from a new car dealer in the neighboring state of MA, or from any other of the 49 states, it must have a VIN inspection prior to registration. The cost is $20 for the VIN inspection, however, finding a licensed dealership that does the VIN inspections can cost you a lot of wasted time waiting for them to complete the inspection especially if they can't find two VINs on the vehicle. My 1978 Cadillac Sheller Globe Superior Ambulance only had one that was considered acceptable, and it took a call to another agency to verify that the provided VIN was acceptable for registration.
 
Yes every state is different right now in every aspect of transferring a tital. I got lucky on the 64 as i found the last title holder for the car hes was 3 owners ago and in hi teens when he sold the car. The only inspection in Sd is at the weight station on entering for commercial trucks. Even if this became a federal law it would only be for commercial rigs not POVs.
