How to drop '70 SS gas tank

I didn't make it to last years meet because of muck in the gas tank of my 1970 S & S Parkway. When I went to drop the tank, there were the two usual tank straps. Releasing them does nothing because of a third strap, perpendicular to and below the aforementioned. Each end disappears between the tank and floor. I threaded a camera into that space from each side and found no visible means of releasing it. It seems like it must have been placed before the floor was put in. Any thoughts before I start cutting? Thanks!

Cut it in a place you could weld a nut on eather side that way you could re attach them if they are needed for some reasion.
