I may be able to trade my PS3 system for a Federal Signal 176 Beacon Ray with clear dome, 2 clear lights, 2 yellow light, the person says one bulb is broken. Im interested but how could I know if its working without being installed on the vehicle and is there anything else I should look for?

Remove the broken bulb first.
You can connect or just touch the wires from the beacon to a car battery or a 12v power supply like a battery charger (the kind you charge a car battery with, not the one for a phone battery!). If the head rotates and the good bulbs come on, you're good.
Then buy a new bulb to replace the broken one.
It's much more interesting than a PS3, you're getting a good deal.
