Carter AFB idle

Having a problem with a carter AFB carb. The carb wond idle. Think its an internal vacuum leak. When I rebuilt the carb, the prev owner had adjusted the fast idle cam so the car would idle on the fast idle cam. When I correctly adjusted the linkages, the car would not idle. Pulled the plugs out to inspect the idle circuit ports, and they were clean.

I dont see any cracks at the vacuum ports. Anyone ever come across this?

It may be the steel plate that goes under the carb is missing. It is required for the car to idle smooth.

Steel plate there, but a good place to check for cracks. I'll look inside the drilled passages for cracks
