It is talking about the poor state of security and public services at the beginning and how the ambulance still ran during the big freeze but it has a skip in it which makes it hard to tell some of it.

More literal translation: "The Civil Protection could not function well. . . due to the ice and traction. It did not have the best equipment. . . so it was hindered."
 
My girlfriend Juliette is from France, so I will ask her to translate it.. Please, everyone, please don't tell my wife about her. :poster_oops:

I did not hear any of this in the clip. I did however see a 59 ambulance.

The first clip is part of a documentary about a disaster near here (actually Jonquière, Quebec) in may 1971. Mudslide, more than 30 deaths. You can see the Civil protection truc, and also the 1959 M&M combination of Gravel & Fils (Gravel and sons) funeral home of Chicoutimi. Sadly they dont own anymore this car!!

the second clip is by me, im the Quebec provincial police officer in the clip, with francois gamache. we used his '71 Lifeliner and also his 68 S&S (black in the background... so you dont see it!)
