Default tranning

here is a pictures from yesterdays paper showing a emergency training exercise at the Job corps side in the hills. of note to me was the converted early 60s looks to me to be a 60 Chevy wagon. the lolly pop lights hint of the conversion as with most photos you don't see a lot of the rig just the people. the job corp would get a lot of ex military equipment to use so I'm guessing that is the litter they are using. or is it just a stokes basket strapped to a back board?
