tool of the week

I reached into the tool box for my old helper. I remember now how we broke it so it was time I rebuild the thing. now this tool is approaching 80 years old but was a staple for a lot of shops in the 40-60 when you fixed things. I though it worth rebuilding again. the last time we used a stick welder this time the wire feed turned out a lot handier. anyone other them me know what it was designed to do?

Similarly...maybe it is not the hammer, perhaps a device to put under the fender when shaping it from the outside with a hammer?

In the pre R&R days one would not do a lot of swapping parts out. You would find a lot of damage rocker panels. You would split the inner panel fold it down and insert the head into the cavity. Then thump the tool to rough out the rocker. When you had it close enough for filler, lead is a filler. You would then fold up the flap and weld it back in place. Then finish the rocker.
