Removing broken bolts

I have seen the welding trick done many times, and even a "modification" of the added bolt. It was a large bolt that the head broke off of, and the welder used a short piece of black iron pipe and slid it over the stub sticking out of the block of cast iron. He then filled the end of the pipe with weld, using a stick welder. Grabbed a pipe wrench, and turned the broken bolt out of the block without any problem.
