thats unfair your still driving one. but yes those are the wheel bolts they with a moon shaped keeper and nut hold the clincher rim and tire to a wooden spoke wheel. pray for me I'm going to try to pull these tires of the rim and put some just a hair better on. I dont have the 3 legged tool to do so.
Ed... did you ever get this project done? If you need the 3 legged tool (expander) I think that I still have one from my 1926 Buick Master 54C Country Club Coupe with golf club compartment and rumble seat.. This isn't my car, because mine was in driving condition when I sold it in 1973. Fun car to drive, but horrible car to stop with its mechanical brakes with woven cotton fabric brake bands that grabbed the outside of a rotating drum. Here is another picture of a restored one...
